A confluence of events has focused federal policymakers and stakeholders on the critical importance of modernizing and better managing IT systems across the federal enterprise. The high-profile cybersecurity incidents involving SolarWinds and Microsoft and rapid expansion of telework by the federal workforce at the onset of the pandemic have increased attention on delivering modern, high quality IT services.

Congress has also updated the Federal IT Acquisition Reform Act (FITARA) to put pressure on agencies to enhance their cybersecurity readiness and eliminate cybersecurity vulnerabilities. Further, agencies must enhance their ability to use their own data to create efficiencies and conduct oversight of existing modernization plans. These plans include the Modernizing Government Technology (MGT) Act, the Federal Data Strategy, and Federal Information Security Modernization Act (FISMA), among other efforts that urge agencies to act.
